Biography
Carsten entered the European Commission in 1993, where he held various positions in university cooperation, communication and evaluation before joining the Directorate-General for Regional and Urban Policy in 2001. Working successively with 9 different Member States, he has an excellent overview of the challenges and opportunities related to the implementation of the European Union’s cohesion policy. Working closely with the European Commission’s partners in the Member States as well as in International Financial Institutions, Carsten continues to explore new ways to increase the cost-efficiency and sustainability of cohesion policy projects. The embedding of investments in well-functioning sectors, and the availability of sufficient administrative capacity at the level of organisers and beneficiaries are amongst his key concerns. Since 2020, Carsten leads the European Commission’s team in charge of the cohesion policy in Greece and Cyprus (ERDF and Cohesion Fund)
